The enactment of Law No. 89 of 13 June 2025, titled “Disposizioni in materia di Economia dello Spazio” ("Provisions on Space Economy"), has transformed the Italian regulatory landscape governing space activities carried out by private operators in Italy and by Italian operators outside the country, moving from a framework based solely on international treaties to actual and dedicated Italian legislation.
The law introduces a series of provisions to regulate space activities in the country and governs the authorisation system, the life cycle of space activities, the key areas of legislation and the economic development of the sector. This legislation, including in relation to investment, forms part of an already highly regulated framework, which includes the "golden power" legislation and the oversight of the Italian Competition and Market Authority (AGCM), including through the legislation on below-threshold transactions.
With the aim of helping innovative start-ups in the space sector to understand the content and implications for the supply chain of the new legislation, the Incubator of Politecnico di Torino (I3P) and the ESA BIC Turin incubation program have organised a free seminar on the subject, in collaboration with Futura Law Firm and RPLT.
The open meeting on Thursday 22 October in Turin, Italy, aims to provide founders of start-ups with the information and tools they need to understand liability profiles and security requirements, as well as to navigate the due diligence and fundraising stages as effectively as possible. The event will be held in Italian language.
During the presentations, the new definition of ‘space activity’ and the administrative procedure to be followed with the Italian Space Agency (ASI) and the Italian Government Presidency of the Council of Ministers will be outlined, along with the integration of cybersecurity and space debris mitigation requirements, risk management – both on Earth and in orbit – and regulatory compliance as a strategic lever for attracting investments.
The seminar will take place on Thursday 22 October 2026 at 4.30 pm in person in the Agorà Hall of the business incubator I3P, located within the Campus of Politecnico di Torino and accessible via two different pedestrian entrances: at Corso Castelfidardo 30/A and Via Borsellino 53/N.
